PROJECT DESCRIPTION
Seqwater is delivering the approximate 109 kilometre Toowoomba
to Warwick Pipeline (the pipeline) on behalf of the Queensland
Government. The Queensland Government has confirmed more than $300 million in funding for the project, and this investment will boost water security in the Toowoomba and Southern Downs regions.
Seqwater will construct, own, maintain and operate the pipeline which is expected to be ready in early 2027, weather and construction conditions permitting.
JC CIVIL PROJECTS ROLE
JC Civil Projects provided detailed cost estimating services in
collaboration with Seymour Whyte as part of their joint venture bid with Spiecapag. Our team was responsible for reviewing project specifications, pricing project works, assessing key geotechnical aspects, and evaluating risk conditions and their potential impact on the project. We also led innovation workshops and analyses to explore alternative pricing solutions and optimise project outcomes.
KEY PROJECT HIGHLIGHTS
The pipeline will transfer raw water from just upstream of
Mount Kynoch Water Treatment Plant (Toowoomba) to Warwick
Reservoir (near Leslie Dam).
The water will be sourced from Wivenhoe Dam via the existing
Wivenhoe to Cressbrook pipeline and other water infrastructure
owned by Toowoomba Regional Council.

for the project, ensuring all aspects of the work were thoroughly

Geotechnical Assessment - evaluated key geotechnical aspects to understand their implications on the project and mitigate potential risks.

alternative methods and pricing solutions, contributing to a more efficient and cost-effective bid.

As part of a competitive bid process, JC Civil Projects provided
expert support to ensure an accurate bid, optimising project
effectiveness, mitigating risks, and fostering innovative solutions
- strengthening the overall competitiveness of the joint venture’s proposal.
