As Managing Director of JC Civil Projects, Jared oversees the company’s vision and strategic direction. With over 20 years of experience in the construction industry, he brings a wealth of knowledge and expertise, ensuring the JC Civil Projects remains at the forefront of innovation and excellence.
Jared fosters a collaborative environment that prioritises client satisfaction and project success. His strong background in cost estimation and design certification enables our teams to drive efficiencies and optimise outcomes across a diverse range of projects.

Manager - Pre-Contracts and Estimating (PCE), Claims and Cost Engineering (CCE)
Principal Civil Engineer
Scott is JC Civil Projects Manager for the Pre-Contracts and Estimating department, as well as the Claims and Cost Engineering department, bringing over 19 years of experience in delivering first principles estimates. He has successfully managed complex multidisciplinary projects across a variety of sectors, with contracts ranging from multi-million to multi-billion dollar contracts.
Scott’s extensive background in hard dollar contracting has honed his ability to identify value and drive innovation, enabling him to unlock significant opportunities for JC Civil Projects' clients. His personable approach, coupled with a deep understanding of project intricacies, enables him to identify and capitalise on valuable opportunities that drive exceptional outcomes for clients.

JOE BRADLEY
Lead Estimator - Western Australia
An experienced civil estimator and construction professional, Joe brings over 16 years of specialised expertise coupled with an extensive 20-year tenure within the civil engineering and construction sectors. Throughout his career, Joe has refined a comprehensive skill set involving a wide array of roles and responsibilities, contributing significantly to project success and client satisfaction.
Joe’s expertise in civil construction is comprehensive,
spanning bid management, first principle estimates, and constructability advice. Notably, his contributions extend beyond conventional estimation and bid management roles. He has curated Design and Construct tenders, secured Panel Contracts, and actively participated in monthly project reviews, offering invaluable insights into project optimisation
and business development strategies.
Joe has led various critical functions, including procurement pipeline development, corporate governance compliance, and internal bid approval processes. His meticulous attention to detail is evident in crafting Expressions of Interest (EOIs)
and Request for Proposals (RFPs), conducting commercial reviews, and implementing innovative construction techniques to drive efficiency and mitigate risks.

ADAM ENDERS
Lead Estimator
Adam is an experienced civil estimator with over 20 years in the industry, having built his career from site-based engineering roles across roads, rail, dams and gas infrastructure before moving into pre-contracts and estimating. That grounding in delivery gives him a practical edge: he understands not just how to price a job, but how it will actually be built.

He has led first-principles estimates for projects including the International Terminal Building Parking and Road Upgrade Program for Brisbane Airport Corporation, along with a substantial pipeline of work for the Department of Transport and Main Roads, local councils and mining clients across Queensland. His scope regularly spans quantity take-offs, methodology development, subcontractor procurement and risk assessment, often on projects with challenging geotechnical, environmental or live-site constraints.

CONOR O'LEARY
Lead Project Manager / Senior Planner
Conor is a Senior Planner and Project Manager with over 21 years of hands-on experience across civil, mining and infrastructure delivery. That depth of site-based knowledge grounds his work today in senior planning, precontracts and project advisory, where he's known for developing programmes that are not just technically sound but buildable.

His recent project experience spans a broad range of sectors, from leading programme review and tender evaluation for Brisbane Airport Corporation, to delivering planning support across Downer Utilities Australia's South East Queensland wastewater portfolio. Conor also leads JC Civil Projects' project engineering team on the $18 billion Borumba Pumped Hydro project, and has supported major mining clients including South32, Sojitz Blue and Kimberley Minerals Group, where his alternative scheduling strategies have delivered measurable time and cost savings on tenders and delivery.

MARK INNES
Lead Project Manager
Mark is an experienced Project Director with over 15 years delivering complex, large-scale remediation and enabling works within live operational environments. His expertise covers contaminated soil and groundwater remediation, PFAS management and environmental compliance, built through sustained work for major resource, defence, aviation and port sector clients.

He has directed projects including BHP's PDP2 early works and remediation programme at Nelson Point, and has delivered PFAS management and fire main infrastructure works at RAAF Amberley and Oakey Airbase for the Department of Defence. Mark provides client-side project management including the Port of Brisbane's land development programme and its large-scale ground improvement works, coordinating contractor interfaces, governance reporting and risk management across live, operational sites.

Mark combines technical remediation expertise with strong commercial and stakeholder management, giving JC Civil Projects' clients reliable, hands-on leadership from tender through to delivery completion.
