PROJECT DESCRIPTION
The Sunshine Coast Airport Expansion Project (SCAEP) was an important upgrade as the region continues to grow. The airport is expanding to meet the needs of the community and support the region’s economic growth.
In June 2020, construction of a new 2450m x 45m runway northwest/
south-east runway was completed and officially handed over to
the Sunshine Coast Airport for operation. It has an orientation of 128
degrees/308 degrees magnetic, giving the runway its 13/31 designation.
It can be used by larger passenger aircraft, such as the Airbus A330 and Boeing 787. The new runway allows direct flights to more destinations across Australia, Asia and the Western Pacific, enhancing national and global connections. It will also generate jobs and economic growth, boost tourism, help export businesses and secure air access to the Sunshine Coast for generations to come.
Construction of associated infrastructure as part of SCAEP, including
an upgraded taxiway system and apron expansion, was completed in December 2020. Due to safety risks, the former runway (18/36) has been decommissioned.
JC CIVIL PROJECTS ROLE
JC Civil Projects was engaged by Seymour Whyte Constructions as their lead estimators for the Sunshine Coast Airport expansion project. Our role involved providing expert estimation services, ensuring the project was accurately scoped, and advising on key aspects of constructability.

KEY PROJECT HIGHLIGHTS
The overall scope includes:
-
Utilise dredging to complete import of ~1M m3 of sand
Utilisation of alternate lighting technology using solar
Detailed -
Construction of concrete and asphalt pavements using on
site batch plant (s) to airport specifications -
Airside and landside works

KEY DELIVERABLES
JC Civil Projects played an important role in preparing associated cost estimates for the project. This included:
-
First Principles Estimate - developed a comprehensive first
principles estimate for the construction of a new runway at
Sunshine Coast Airport. -
Constructability Advice - offered detailed constructability advice
to optimise the project’s execution. -
Peer Review of Project Schedule - conducted a thorough peer
review of the project schedule to ensure accuracy and feasibility. -
Estimate of Project Scope - the estimate covered all aspects of the project, including dredging approximately 1 million cubic meters of sand from local sources, lighting and electrical installations, bulk earthworks, pavement construction, asphalt application, and the construction of associated buildings
OUTCOMES AND ACHIEVEMENTS
Under stringent time constraints, JC Civil Projects provided a
thorough cost estimate for the project, while identifying program optimisation and providing constructability advice.
