PROJECT DESCRIPTION
The P0010 Project is a capital maintenance program, with the objective of maintaining existing aircraft pavements, stormwater drainage and aeronautical ground lighting (AGL) at each proposed base. This is to achieve a suitable condition of airfield infrastructure targeting no further capital maintenance until approximately 2033.
The Project is a component of the P0000 National Airfield Works
Program, which is a 10-year rolling Airfield Capital Works Maintenance Program being delivered by the Capital Facilities and Infrastructure Branch (CFI) of the Estate and Infrastructure Group (E&IG) on behalf of the Royal Australian Air Force (RAAF), Army and Navy. The P0010 Project was undertaken at the following four Defence Bases:

HMAS ALBATROSS, NSW
HMAS Albatross is the largest operational Naval establishment and the Navy’s only air station -
RAAF BASE RICHMOND, NSW
a Base of high importance being home to the RAAF’s Mobility Ground, 37 Squadron, Air Movements Training Development Unit and a number of contracted aircraft maintenance providers -
RAAF BASE PEARCE, WA
one of the Air Force’s primary pilot training schools, home to
Number 2 Flying Training School and Number 79 Squadron -
RAAF BASE AMBERLEY, QLD
supports significant activity associated with the Air Combat and Air Mobility Operations and maintains one of the largest networks of airside infrastructure in the Defence Estate.
JC CIVIL PROJECTS ROLE
JC Civil Projects was engaged by Fulton Hogan to assist with the preparation of the project’s design phase DCAP (Detailed Contractor’s Activity Proposal) for all four bases located across three Australian states - New South Wales, Queensland and Western Australia.

KEY DELIVERABLES
JC Civil Projects worked directly with Fulton Hogan’s National Manager – Defence, Northern Region’s Pre-Contracts Manager, and Engineering Manager. In coordination with subject matter experts from Fulton Hogan’s National Airports Division and state construction teams, JC Civil Projects assisted with the production of an 80+ page DCAP in response to Defence Tender Schedule B requirements. The response included:

Demonstration of Fulton Hogan’s ability to satisfy the evaluation criterion described under the tender conditions. Detailed understanding of the ECI head contract delivery model, proposed for the project

Outlined all key aspects of how Fulton Hogan planned to carry out contractor activities during the design phase to maximise the achievement of the ECI objectives

Addressed all the items in the design phase DCAP outline

Fulton Hogan’s proposal outlined the methodology for conducting the contractor’s activities across multiple bases, emphasising its ability to deliver value-for-money outcomes for the Commonwealth. Additionally, it highlighted how their approach would maximise the attainment of the ECI objectives.

Detailed Fulton Hogan’s approach to achieving milestone design reviews for the 50% schematic design report, 90% detailed design report, and 100% final detailed design milestones.
KEY PROJECT HIGHLIGHTS
The project was delivered in two phases - design phase, then the construction phase - through an ECI delivery model.
The ECI process involved JC Civil Projects working as part of a seamlessly integrated team with the Defence Contract Administrator and design teams during the design phase to achieve the Defence ECI objectives.

OUTCOMES AND ACHIEVEMENTS
JC Civil Projects led the timely development of a quality and compelling DCAP submission for all four bases.
Fulton Hogan were successfully awarded two of the four available ECI contracts by the Commonwealth in 2022 for RAAF Base Amberley, in Queensland and RAAF Base Pearce in Western Australia.
