PROJECT DESCRIPTION
The Cairns Southern Access Corridor Stage 3 – Edmonton to Gordonvale (E2G) project is part of the 15-year Bruce Highway Upgrade Program. Seymour Whyte – as part of the HSA Consortium with John Holland and AECOM have worked collaboratively with the Department of Transport and Main Roads (DTMR) through an ECI process to deliver this design and construct project.
A total transport solution has been delivered to provide long-term
improvements to traffic flow and road safety through reducing
congestion, highway travel time and improving road access.
The 10.5km upgrade and duplication of the Bruce Highway between
Edmonton and Gordonvale is Stage 3 of the Cairns Bruce Highway
Upgrade Master Plan. The project delivered significant safety
improvements along this section of the Bruce Highway, which is the
busiest 2-lane section of the Bruce Highway between Brisbane and
Cairns.
JC CIVIL PROJECTS ROLE
JC Civil Projects was engaged to provide claims support as a part of a global quantum claim that had been developed. This included meticulous assessment of the value and time associated with the claim and preparing supporting information, which then allowed the claim to progress to approval. The efforts of JC Civil Projects were pivotal in facilitating the seamless advancement of the claim and subsequent approval.

JC Civil Projects played a crucial role in several pivotal aspects of the project’s claims progression, including:

Conducting thorough evaluations of the intricate components of the claim, meticulously assessing its validity, and ensuring accuracy in quantifying its value.

Providing expert guidance and support in the complex process of pricing variations and advocating for extensions of time claims, ensuring equitable outcomes for all involved parties.

Skillfully navigating through the complexities of delay and disruption scenarios, meticulously documenting relevant events, and advocating for fair resolutions to mitigate the project’s adverse impacts.
KEY PROJECT HIGHLIGHTS
Highlighted achievements of the project includes:

10.5km duplication of two-lane highway to four lanes

3 new and upgraded signalised intersections

10 bridges including road, rail, pedestrian overpass and highway road overpass (some over flood plains and sensitive waterways such as Wrights Creek).

10km of new local roads

Removal of multiple at grade rail crossings

Relocation of 2,700m of major water mains (DN 800 and DN 450) supplying the City of Cairns.

New rail embankment with 100-year flood immunity and 8.9km of new cane rail network

4.4km rail realignment of the Qld Rail North Coast Line and relocation of existing cane rail lines to accommodate the duplicated highway.
OUTCOMES AND ACHIEVEMENTS
Seymour Whyte successfully achieved ~$250M in variation
approvals including additional scope, delay and disruption, and claims.
