PROJECT DESCRIPTION

The Coomera Park n Ride expansion was delivered as part of the Urban Congestion Fund. This project added 500 new parking spaces at Coomera Station, making public transport more accessible and helping to reduce road congestion.

 

The expansion also supports active transport by including a new bike shelter and increasing secure storage capacity. Existing bike lockers were relocated closer to the station for added convenience.

JC CIVIL PROJECTS ROLE
 

JC Civil Projects was engaged by Hazell Bros to assess the current project status in comparison to the original baseline program, identifying
the root causes contributing to any discrepancies.

KEY PROJECT HIGHLIGHTS

The project encompassed:

  • Construction of 500 additional parking spaces, increasing the total capacity to over 1,000 parking spaces

  • increasing total capacity to 1,000 parking spaces

  • New bus layover facility for four (4) buses within the existing bus facility

  • Installation of new signalised entry and exit onto Foxwell Road in the eastern car parks

  • New secure bicycle shelter and relocation of bike lockers closer to the station

  • Upgraded lighting and CCTV cameras to bolster carpark security.

KEY DELIVERABLES

JC Civil Projects conducted an independent review and analysis, thoroughly evaluating the identified root causes that affected Hazell Bros' ability to execute the scope of works according to the original baseline schedule. The analysis covered various project aspects that influenced performance.

This assessment included, but was not limited to:

  • Contractual obligations of involved parties

  • Risk allocation framework

  • Updated project level re-baseline that was initiated after the tender process

  • Impact of subsequently deployed project acceleration, compression, and mitigation

  • Design inputs provided, actions and decisions imposed by the Principal.
     

JC Civil Projects also assessed the following items raised by Hazell Bros:

  • Design periods

  • Insufficient durations allocated for design activities contributed to delays resulting in a cascade effect on subsequent phases

  • of the project.

  • Revised staging of works

  • Changes in the initial staging of works attributed to delays and increase in costs.

  • Additional scope of works

  • Unplanned extensions of time to the original scope imposing unforeseen challenges

  • Disruptions and delays caused by inclement weather and additional public holidays.

​OUTCOMES AND ACHIEVEMENTS
 

Quantifying relative delays to establish a dependable foundation
for assessing project delays and submitting the contractor’s delay and disruption claim to the Principal.

Additionally, outlining detailed critical delays that directly
affected the project, including their underlying causes and subsequent effects, such as the cascade effect on construction activities impacting the programmed completion date.
