PROJECT DESCRIPTION

Council is developing the Cairns Water Security Stage 1 (CWSS1) project at Gordonvale to deliver a new drinking water supply to the Cairns community. This project is critically needed to service Cairns’ growing population and to build resilience into the existing water network. It is the largest infrastructure project ever undertaken by Council.

The project involves:
 

  • Construction of a water intake at the Mulgrave River, near the Desmond Trannore Bridge, Gordonvale;

  • Construction of a water treatment plant and water reservoirs, on Council land located on Draper Road/Hickling Access, Gordonvale; and

  • Construction of a network of pipes to take raw water to the treatment plant and
    treated water from the plant to residents.

JC CIVIL PROJECTS ROLE

JC Civil Projects was engaged by Seymour Whyte / Spiecapag Joint Venture to provide expert estimating services for the Cairns Water Security project.

As part of our role, JC Civil Projectes worked closely with key project stakeholders to conduct reviews of specifications, pricing, quantity take-offs, negotiate with subcontractors, and assess option feasibility. Leveraging our technical engineering expertise, we additionally provided evaluation of feasible construction methods and conducted thorough cost analysis.

KEY PROJECT HIGHLIGHTS

Key highlights of the project included:

  • Construction of a new water intake at the Mulgrave River, near the Desmond Trannore Bridge in Gordonvale, to source raw water for treatment.

  • Development of a water treatment plant and associated water reservoirs on Council land located on Draper Road/Hickling Access, Gordonvale.

  •  Installation of a comprehensive network of pipes to transport raw water to the treatment plant and deliver treated water from the plant to residents.

KEY DELIVERABLES

JC Civil Projects played an important role in preparing associated cost estimates for the project. This included:

  • Specification and Pricing Review - collaborated with key project
    stakeholders to review project specifications and pricing, ensuring accuracy and alignment with project requirements.

  • Quantity Take-Offs - conducted detailed quantity take-offs to
    accurately assess the material, labor, and equipment needs for
    the water intake facility, treatment plant, reservoirs, and pipeline
    network.

  • Option Feasibility Assessment - evaluated various construction
    methods and options to determine the most feasible and effective approaches for project execution.

  • Cost Analysis - performed cost analysis and offered strategic
    advice on cost management and budgeting to ensure the
    project remained within financial parameters while meeting all
    infrastructure and utility needs.

​OUTCOMES AND ACHIEVEMENTS
 

JC Civil Projects delivered thorough cost estimates,
collaborated with a variety of project stakeholders, and performed detailed feasibility and cost analyses for the Cairns Water Security Stage 1 project.
